Introduction

The Southeast Asia Sport and Youth Crime Prevention (SYCP) Initiative is a groundbreaking and visionary programme, established to build safer and more resilient communities through sport. 


INTRODUCTION TO THE STAKEHOLDERS

Initiated by the International Olympic Committee (IOC) and the Agence Française de Développement (AFD), the SYCP Initiative is co-ordinated by the Alliance of Sport in Criminal Justice (AoS) and delivered in collaboration with a wide network of national, regional and international collaborators. 


The initiative supports holistic community crime prevention projects in Lao PDR, the Philippines, Thailand, and Vietnam through sport. It also facilitates training, learning, and knowledge exchange among the sport, civil society, and law enforcement sectors across the broader region.  


Additionally, it will build regional and national cross-sector networks to generate insights, inform policy development, and create lasting impact. 


The initiative aligns with IOC’s Olympism365 strategy, which strengthens the role of sport as enabler of sustainable development and AFD’s mission to leverage sport as a driver of the Sustainable Development Goals, supporting the transition to a fairer and more sustainable world. 


Fund Manager for the Initiative is Laureus Sport for Good, a global charity that supports children and young people by using sport to end violence, discrimination and inequality. With over 25 years of grant-making experience, Laureus has helped to change the lives of more than six million children and young people worldwide. Drawing on this experience, Laureus is managing this Call for Applications and working alongside IOC, AFD and AoS.

  

As Fund Manager for the SYCP Initiative, Laureus Sport for Good’s responsibilities include:


  • Leading the review, due diligence, and selection process for funding applications.
  • Executing grant agreements with successful lead applicants (Grantees).
  • Disbursing funds to successful Grantees on behalf of the IOC, via Olympism365, and AFD.
  • Providing technical support and guidance to Grantees.
  • Reviewing and approving interim and final reports submitted by Grantees.

CALL FOR APPLICATIONS OBJECTIVES: WHAT KIND OF PROJECTS ARE WE LOOKING FOR?


Creating safe, inclusive and resilient communities is a broad and complex objective. It involves addressing the social and environmental factors that increase the risk of youth becoming involved in anti-social behaviour, violence and crime, tackling root causes and supporting youth already in conflict with the law. 


Sport has long been recognised as a cost-effective and proven tool for peace and development. Sport promotes inclusion, education, wellbeing, teamwork, respect and leadership. These are key protective factors that contribute to positive youth development and community safety. 


The SYCP Initiative adopts a three-tiered, evidence-informed approach to crime prevention through sport:


  • Primary Prevention: Using sport to build resilience, promote inclusion and prevent youth from becoming involved in violence or crime.
  • Secondary Intervention: Targeting youth at increased risk of offending and using sport to address root causes, strengthen protective factors and support positive behavioural choices.
  • Tertiary Intervention: Supporting youth already in conflict with the law through sport-based programmes that foster rehabilitation, behaviour change and long-term desistance from crime.

Applications must select one or more of these tiers in the design of their project.


We are seeking strong programme ideas that are well-positioned to address the complex challenges outlined in this Call for Applications. Successful applications will demonstrate how they plan using sport to build safer and more resilient communities, supported by the right tools, collaborations and approaches. 


Projects must be implemented in one of the following countries: Laos PDR, Philippines, Thailand or Vietnam.

Eligibility Criteria

Eligible countries: only applications to deliver programmes in one of the following countries will be considered:

  • Lao PDR
  • Philippines
  • Thailand
  • Vietnam 

Eligible organisations:
Lead Organisations must meet all eligible criteria:

  • Be legally registered as a non-profit organisationsocial enterprise, or sports organisation in the country of project implementation.
  • Have all relevant permissions/ legal authorisations (if required) to operate in the country of project implementation (applies to both Lead Organisations and Implementing Partners), to begin delivery in October 2025.
  • Have been operational for at least two years.
  • Demonstrate a strong local presence and community links.
  • Have prior experience of receiving funding from external donors.
  • Have the capacity to manage large-scale projects.
  • Have a suitable child protection/safeguarding policy in place—or commit to developing one within six months of the grant start date.
  • Commit to delivering the project over an 18-month period.
  • Be legally independent with its own accounting system.
  • Maintain a bank account in the name of the Lead Organisation and enabled to receive international transfers from the UK.
  • Must not engage in or be affiliated with religious proselytism.
  • Demonstrate proven experience of delivering targeted sport-based initiatives that contribute to safer and more resilient communities.
  • Be able to start project delivery, within two months of being awarded the grant (estimated start month: October 2025).

Relevance: Submitted applications must:
  • Have clear objectives and activities directly aiming at the mission of the initiative: To build safer and more resilient communities across Southeast Asia through sport”, and be directly related to at least one of the 3 tiers described in the Call for Applications: 

o   Primary Prevention: Using sport to build resilience, promote inclusion and prevent youth from becoming involved in violence or crime.

o   Secondary Intervention: Targeting youth at increased risk of offending and using sport to address root causes, strengthen protective factors and support positive behavioural choices.

o  Tertiary Intervention: Supporting youth already in conflict with the law through sport-based programmes that foster rehabilitation, behaviour change and long-term desistance from crime.


  • Include sport as a tool to achieve social outcomes in line with the Olympism365 strategy of the International Olympic Committee (IOC) and AFDs mission to strengthen the role of sport as enabler of the Sustainable Development Goals. 
  • Justify the selection of the target population and geographic area, based on identified needs and risks.
  • Highlight collaborations with local actors that could enhance the project’s effectiveness and sustainability. 
  • Demonstrate potential for long-term impact or scalability, where possible.


Funding:


  • Requested funding must not exceed 40% of the Lead Organisation’s annual budget.
  • Funding will only cover activities implemented after the signature of the agreement and during the 18 months of delivery. 
  • Co-funding: co-investment is highly encouraged and will be considered as part of the assessment. This helps demonstrate local ownership and sustainability.
  • Any co-funding for proposals should not come from other funding schemes of the  French Ministry of Foreign Affairs (including funding from the French embassies) or provided by the AFD (PRA/OSIM of the FORIM, Program for small initiatives of the UICN, French Facility for Global Environment, etc…).
  • If applicable, co-funding must be secured prior to signing the grant agreement.
  • The same proposals may not be funded concurrently by any other funding schemes of IOC and/or AFD.


Equity and Inclusion: Applications must:

  • Specify how they will promote gender equity, diversity, inclusion, human rights, safeguarding, sustainability and accessibility across all aspects of project design and delivery.

  • Have youth-centered and participatory approaches, ensuring that young people are meaningfully involved in planning, implementation and evaluation.

  • Apply a “do no harm” approach, actively assessing and mitigating potential risks to beneficiaries, especially those from vulnerable backgrounds.

  • Primarily target children and young people from marginalized backgrounds, specifically:

o   Those from vulnerable communities with high rates of crime/violence.

o   Youth at high risk of exploitation, harm and offending

o   Youth already in conflict with the law or within the justice system.

 


Monitoring, Evaluation, and Learning


Applications Should: 

  • Include a  Monitoring, Evaluation and Learning (MEL) plan to ensure social outcomes will be tracked, measured and reported. The plan should include key indicators, data collection methods and timelines.

  • At the application stage, we only need a simple MEL plan. Capacity Building will be provided to selected application to strengthen their MEL frameworks in line with the initiative’s Theory of Change.

  • If you already have a MEL plan, you can submit it in your own exiting template. If you prefer, you can use Laureus’ template published in the Call for Applications website.

  • Align with and contributing to the Southeast Asia Sport and Youth Crime Prevention Initiative’s Theory of Change published in the Call for Applications’ website

 

Ineligible Activities


  • The following will not be considered for funding:

  • Humanitarian or immediate crisis response projects

  • Projects implemented in areas classified as red zones by the French Ministry of Foreign Affairs.   • Projects solely focused on infrastructure (construction or refurbishment).

  • Minor refurbishment proposals will be reviewed case-by-case and must include an environmental and social risk assessment.

  • Projects delivering only sport activities without a broader social development or community safety objective.

  • One-off events or interventions without a sustainable programme design.

Type of Application: although we encourage collaboration and partnerships, we will accept both types of applications described below, depending on what best suits your programme approach and delivery capacity:

  • Collective Impact Grants: from a group of organisations working in partnership
  • Single-Organisation Impact Grants: from a single organisation working alone
Budget: 

  • For Collective Impact Grants, estimated budgets should range from €80,000 to €150,000*
  • For Individual Impact Grants, estimated budget should range from €50,000 to €80,000*
*Please note that these budget figures are indicative. Final grant amounts will be determined based on the quality of the proposal and the capacity of the applying organisation (s) to deliver. 

As mentioned before, we strongly encourage applicants to seek co-funding where possible, as it will be considered as part of the assessment. This helps demonstrate local ownership and sustainability

Theory of Change: Any Application submitted should align with the SYCP Initiative's Theory of Change, published on the web page of this Call for Applications. Please read the information about the Theory of Change carefully


Mandatory training and events: Successful grantees must attend the events listed below, and tentatively scheduled in November 2025, in Bangkok. Please make sure that costs to cover travel, accommodation and travel allowance (estimated one week) to relevant staff are included in your budget:

  • Sport & Youth Crime Prevention Leadership programme and Grants start up (3 days)
  • The Sport and Youth Crime Prevention event (2 days)
  • Furthermore, grantees must also attend the Learning and Insight Conference, in early 2027, location TBC. Please also include tentative costs to attend this event. 



GLOSSARY OF TERMS

Lead Organisation:
 
  • In a Collective Impact Grant, the Lead Organisation is the organisation submitting the application on behalf of the collaborative group. If successful, they will sign the Grant Agreement and be the main contact organisation for the Fund Manager
  • In a Single-Organisation Impact Grant, the Lead Organisation is the organisation submitting the application. If successful, they will sign the Grant Agreement and be the main contact organisation for the Fund Manager
Roles and Responsibilities of the Lead Organisation:
  • Submits the application form and all required due diligence documents required  
  • Signs the Grant Agreement with the Fund Manager if selected, receives funds and submits interim and final reports 
  • Holds overall accountability to the Fund Manager for project delivery 
  • Drafts and signs Bilateral Agreements with the Implementing Partners of the consortium, describing their roles and responsibilities and their allocated funds 
  • Disburses funds to other Implementing Partners
  • Oversees and leads the consortium to ensure the highest quality standards on the delivery of the project 
  • Serves as the main point of contact with the Fund Manager
Collaborating Organisations: in a Collective Impact Grant, the Collaborating Organisations are those collaborating in the delivery of the programme. They should have specific allocated activities and budget.

Roles and Responsibilities Collaborating Organisations:
 
  • Sign a Bilateral Agreement with the Lead Organisation. 
  • Contribute to project delivery of the programme as described in the application and in the Bilateral Agreement 
  • Receive funds from the Lead Organisation for their allocated activities. 
  • Are also accountable to the Fund Manager and compliant to any relevant regulations of the agreement. 
  • Must clearly demonstrate how their complementary expertise adds value to the project  
  • Should represent diverse sectors and areas of expertise.
